Mindanao: A Safe and Vibrant Destination Amid U.S. Travel Advisory, Says DOT
Despite the U.S. State Department's May 2025 travel advisory placing most of Mindanao under Level 3—urging Americans to reconsider travel due to concerns over crime, terrorism, and civil unrest—the Philippine Department of Tourism (DOT) maintains that Mindanao remains a safe and welcoming destination for travelers.
The U.S. advisory excludes Davao City, Davao del Norte, Siargao Island, and Dinagat Islands from the Level 3 classification, acknowledging these areas as safer for tourists. However, the broader advisory has drawn criticism from local officials. Cagayan de Oro Representative Rufus Rodriguez labeled the advisory as "unfair," arguing that it unjustly portrays Mindanao and the Philippines in a negative light, potentially deterring not only American tourists but also visitors from other countries.
The DOT echoed Rodriguez's sentiments, emphasizing the country's commitment to ensuring tourist safety. Initiatives like the Tourist-Oriented Police for Community Order and Protection (TOPCOP) program have been instrumental in enhancing security in key tourist areas. Additionally, the establishment of tourist courts aims to provide prompt legal assistance to travelers facing challenges during their stay.
To further bolster confidence in the country's tourism sector, the DOT has launched the Philippine Experience Program (PEP), offering regionally curated tours that showcase the nation's rich cultural heritage, culinary traditions, and community-based attractions. The participation of diplomatic corps members in PEP underscores the prevailing peace and order in various parts of the country.
Davao City, in particular, stands out as a testament to Mindanao's safety and vibrancy. Ranked as the third safest city in Southeast Asia for 2024, Davao achieved a 72.5 safety index based on the latest Numbeo Safety Index. This recognition highlights the city's steadfast commitment to safety and security, solidifying its reputation as a regional model of peace and order.
While acknowledging the need for caution in certain areas, the DOT urges travelers to consider the broader picture. Mindanao offers a wealth of experiences, from its natural wonders and diverse cultures to its resilient communities.
