Industry Tripartite Council for Tourism Sector Formalized in Siargao
GENERAL LUNA, Surigao del Norte — A significant milestone for Siargao Island's tourism industry was reached with the formal establishment of the Industry Tripartite Council (ITC) for the tourism sector. This initiative, led by the Department of Labor and Employment (DOLE) Caraga, was launched during a landmark tripartite activity on May 21, 2025, in General Luna.
The creation of the ITC is part of DOLE’s broader effort to institutionalize tripartite consultations across key industries. It aims to foster regular dialogue among labor, management, and government representatives, especially in tourism—a sector vital to Siargao’s economy. Through this council, stakeholders can address workplace issues and align on sectoral concerns while promoting compliance with labor standards.
A highlight of the event was the election of the new ITC–Tourism Sector Officers. The election drew strong participation and support from local stakeholders. The newly elected officers officially took their oath before DOLE Caraga Regional Director Atty. Jason P. Balais.
In his keynote message, Atty. Balais acknowledged the crucial role tourism plays in sustaining Siargao’s reputation as a world-class destination. He emphasized that the institutionalization of the ITC provides a much-needed platform for open communication between employers and employees, paving the way for sustainable industry development.
“We are here not just to talk about compliance but to build a culture of cooperation and shared responsibility,” said Atty. Balais.
Among the supportive voices was Mr. Benito C. Orozco, owner of Villa Peray and Aventinos, who also serves as the Public Information Officer of the Surigao Tourism ITC. He emphasized the importance of having a unified voice representing Siargao’s tourism workforce in policy formulation and labor-related matters.
The ITC's formalization coincided with the Tripartite Industrial Peace Council – Tourism Sector Seminar. The event gathered 60 participants from hotels, resorts, recreational facilities, and homestays. It featured key discussions on Department Order No. 252-25, or the Revised Implementing Rules and Regulations of Republic Act No. 11056. Topics included Occupational Safety and Health Standards (OSHS), General Labor Standards (GLS), and the DOLE Adjustment Measures Program (AMP).
This initiative was made possible through the collaborative efforts of DOLE Surigao del Norte, the Public Employment Service Offices (PESO) of General Luna and Dapa, the Provincial Tourism Office, and the Regional Tripartite Wages and Productivity Board (RTWPB) Caraga.
Through the institutionalization of the ITC and capacity-building programs, DOLE aims to reinforce labor-management cooperation, ensure compliance with labor laws, and champion the sustainable growth of Siargao’s vibrant tourism sector.
